What is a CAEN code?
Every Romanian company (SRL) must register CAEN codes at the Trade Registry. The principal code identifies your main revenue-generating activity. Secondary codes cover all additional operations. SRLs and SAs have no limit on the number of codes they can register, while PFAs may register up to 5 and individual enterprises (II) up to 10.
Why does it matter?
Operating under an incorrect or missing CAEN code can lead to fines from ANAF, rejected Trade Register filings, lost contracts, and issues with EU funding applications. CAEN Rev.3 is the current mandatory revision — always verify your codes match your actual business activities.
What changed in Rev.3?
CAEN Rev.3 restructures the classification from 21 to 22 sections, introduces new codes for digital economy activities, renewable energy, and platform services, and aligns Romania with the EU's NACE Rev. 2.1 standard. Some old codes map directly to new ones, while others have been split, merged, or renamed.
Reclassification deadline
All Romanian companies incorporated before 1 January 2026 must update their activity codes from CAEN Rev.2 to Rev.3 by 25 September 2026. Many ONRC offices already require Rev.3 for all new filings. Companies incorporated from 2026 onward must use Rev.3 from inception.

Yes. Certain CAEN codes are excluded from Romania's 1% micro-enterprise income tax regime — for example, banking, insurance, and gambling activities. If your company is registered under a code that falls into an excluded category, you won't qualify for the micro regime regardless of your turnover. Conversely, if your actual activities require a code in an excluded category but you've registered under a different code, you could face penalties during a tax audit.
Yes. The reclassification requires filing an amended Articles of Association (Act Constitutiv) with the Trade Register, reflecting the new CAEN Rev.3 codes. This is a formal Trade Register operation.
